I think that he's there just for reference in case others don't know where he is. :)

Dude, what is the difference between if hes away or not, else they wouldve need to fill the space with another NPC that isnt needed...

Bottom line, its a good thing sts had the old prince there. Maybe in the future sts can take out the old prince.
