can i swap to skratch during those 15 sec . after the proc of zod has ended and is on cooldown

Which skratch weapon are you talking about? Staff or gun? You can swap weapons during cooldown. Staff won’t proc during cooldown, but gun can since it doesn’t have a cooldown.
