I saw one before winter event for 4m in auc but it didnt got sold.

Yes it's collectable but I don't know how much it is worth.
I remember having one way back, nice effect.

I have seen many of this rings in auction for different prices. I bought one for 500k few months ago, but as I said, price vary depending each seller. I guess there's no established price and it depends on your luck.

I can't find winter star ring in demon lockeds, which locked do u mean?

I don't think they drop from lockeds. But I'm pretty sure you can loot them at Kraken Mines.
