warrior weapon new sword problem

i think im not wrong about how to use this 81sword. i tried to keep attack with charged attack to make proc but look almost time didnt come proc at all around 2min or nothing in new map boss fight .. almost time cant see proc few min.. what what ? please increase proc chance at least coming in 10sec . thank you

I had same problem when tested the new wep

Think that one procs on normal attack then you use charged attack second and third.
