low lvl rings/amulets

Just curious what lvl rings and amulets start dropping from gold chests. Mainly curious as I started new toon with my bard tokens and haven't seen a single ring or amulet drop up to lvl 10 from mobs or chests aside from quest rewards. Thinking back to season one I don't remember this being an issue??

Level 10 rings chance are higher in Level 10toon and I was using my rogue and opened a silver chest dropped from the first boss and I was lv3 at that time and a legendary sorcerer robe(level 3) came out from it :)
