How does the Revive skill works?

Hey folks im relatively new to the game and im facing a problem with the Revive skill. It simply wont work. I use it near a fallen guy, when he has the exclamation sign on the side of his name, but he wont revive.

What am i doing wrong here? Is he supposed to revive instantly at the same spot he died?
