Yeah, that's an old one. I'd like a lot of these little things fixed at some point.
O_O im not sure if its a bug...many ppl notice it. Is that actually a bug or was it made on purpose by STS? O.o
Umm the first time I had seen it, even I though its a bug, but after reading those pop ups I think the NPC is bugged, it is supposed to be moved away as the pop up say(same as the spendalot in which it says I don't talk with blah blah blah when we are low on money,and it doeant show those vanities ) .... But I just think its that way, it can be bug too :)
It's basically a thought bubble. Not to be confused with the bubble when they are actually SAYING something.
