A little confused

I have a couple friends I was trying to get to play pocket legends. I wanted them to do a couple iron source or tapjoy offers but, when they made new accounts, those buttons just aren't there. The only button they get is spacetime studios offers. Is there something that prevents new accounts from doing offers?

StS changed the rules. Maybe there is a probation period for new accounts
