Looks like it is movable, but you need to select near the center if the wisp is an aura.

My flutter wisp (in house) has stopped moving.

It has stopped fluttering but I can select it now. Dunno if it's supposed to flutter or stay stationary.

All wandering wisps are supposed to be stationary in the Wisp Holder. We've have players that like it both ways (wandering and not), so it will probably stay like it is for now.
