Straight to the point. More damage means better, horrific is still better ( more on this later ).
For Horrific to be the better option. You would atleast have 5k+ dmg for it to have better results of an immo can. But it is also expensive. ( for mauso ).
I know a friend at 6.4k dmg w/horrific, no elixir. Just max gears. And it out performs immo staffs, also kills mini bosses and main boss faster then ds.
In pvp, neither is better, spend the money in better gears.
In esg, neither is better. Spend money for gl, gear doesnt matter.
Problem is that the cost is probably uncomparable. Immo is around 14-15m at 100gl. Horrific is at 8-9m. But for horrific to be the better option, you have to invest in other things. Gems, stronger gears, awakes and artifact to have best results. If gold isn't a problem, go with Horrific. Otherwise, go w/immo.
For Raids, fester maps, horrific still better ( if dmg is high ) because Immo doesnt banish as much as mobs are squishy compared to Maus. And for raids more dps means faster.

In terms of new maps i think horror all the way,coz from what i tried the banish just remove the xp boost from maps and there isnt real mobs to banish on bosses and dps is just nice. I had it in maus and i prefer horror,but horror beside regular gear requier a decent party to go with it. So it depends what kind of ppl u run with

Immo is so much better lol, aoe sometimes banish 10at once
Just feels good to hear that overlapping BOOM
Also for most part, immo doesnt need damage so you can stack up on health armor
So its almost impossible to die
Flame staff all day

Immortal for faster clearing of Mobs, no other staff clears faster than Immo if we go for big pulls -- Doesnt need dmg, proc from staffs will help you out.

Boss
Lately i use balance staff over DS, the proc from balance staff deals more damage over the DS, but proc repetition is sometimes bad on balance compared to DS.
Depending on Party
I used Horrific earlier, it is good if two mages in party uses them and most of the pve mages doesnt have 5K+ damage with Horrific.
Still best combo party would be Immortal + Flame if no TB warr. IF TB war or Brotherwhimm in party then two mages with immortal staff will be fun to run party.
PVP
Guns mostly dominated over staffs (except kershal at 36 pvp and Ds at 46 pvp)
For ESG: Immo for Mobs and Flame for Boss (Horrific is also faster on Boss - i sold it long back)
Maus : Immo for Mobs (flame 2nd option if low budget) and Balance or DS for Boss (Ur choice.)
Swamp I haven't run much.
immo all the way, 2 warriors with terror and 2 mages with immo masso becomes elite kraken. you can even tap attack while watching tv knowing mobs will be instant banish. sns and immo banishes faster.
At present its easy to wreck the new expansion mobs with Immortal staff and bosses with Balance staff.
Its amusing how Immortal staff nukes the Deep marsh mechs in a snap. So all you need is a a mage with immo + balance staff to finish the hardest content out there. No kidding.
I am just leveling my spirit weapon to see if its Proc is going to be better than Balance staff, I sure doubt it and feel its going to be waste of my time and money, but lets see.
IMO Its sad that Mages are still running around on Str build with old weapon procs. Is it their fault? No. But then its disappointing and discouraging for players (the exceptions who don't want to use the old gear) to spend money and time on new gear when it is shadowed by old.
can anyone provide a photo of horrific staff that shows what it does (it's proc, damage etc.) ? I've been searching at the cs but couldn't find it
ebon gun / staff are also under whelm expensive new arcane weapon ... *mage no love
