chillbone bows bugged?

OK I bought chill bone bow of potency on consignment store for 275k the first day it was released. The next day I bought chill bone bow of brutality for 175k so I can compare their actual damage output. The result of both sadly was no better than the good old shipmaster bow. The stats was just an eye candy. I posted this on rogue class discussion but I thought maybe devs should be informed about this and hopefully find out what's with these bows.

I was extremely excited about chill bone bow so I farmed and farmed to collect chests and eventually golds to buy chillbone but in the end I just got so disappointed. And now these bows are so cheap because they're crap. I felt like I got ripped off.
