Where can I find the lvl 16 staff of protection needed to craft the vanity staff? In reddit i saw someone's saying that it is a very rare drop in normal lost mage mine map. Not elite. Is that true and the only way to get it?

it's a drop from Arcane Weapon Chest which drops on Dead City.
