There was a small patch last Friday. They are probably just thoroughly testing it before releasing it upon the PL wild mobs.
Actually I'm thrilled to test this on my bear, since I can only spam skills like there's no tomorrow :P
NOOB MOMENT - What's GCD again?
I think he's referring to global cool down (i.e. having to wait between casting spells).
Took me a while to figure it out. Love how we have an acronym for everything. XD
