On a real life chainsaw, the flat part is the bottom and when you cut with it the flat part faces outward. In game chainsaws are 100% backwards with the flat part facing towards the character when swinging the weapon.
NOW, I'm not really sure if this is a bug or it was intended to be like this, but I personally think that it swould be flipped to imitate using a chainsaw in the real world.
