The question to answer your question is: better in what way? Different gears cater to different stats and such, and whether or not it's better is subjective.
So far, it's always been the level number x 1000. 16 cap was 16,000, 21 cap was 21,000, 26 cap was 26,000, etc.

While leveling to 26 I did some quick testing over the weekend between wt4 and hauntlet, and it appeared that hauntlet gave more exp per minute. Didn't compare any other dungeons.
