Staff's are usually more pve oriented, and guns are usually for pvp, staffs can hit multiple targets at once, which make them ideal for taking mobs down quicker then a gun, which can only hit one...

Procing is just the matter of getting lucky when you hit a mob. Its like reroll, every time you hit a monster, you have a chance of getting the proc.
