precisely yes, a charged curse can proc skratch staff and sometimes it goes along with the armor too. Hope this helped.

when you say HASTE, it also means speed up... which means it speeds up the time of your skills after using them, it works on both skills and normal attacks while COOLDOWN or CD refers to the time of...
