First of all, I should thank Spacetime studios for the anticipated update over the weekend.

I would say this build is average. This setup I would say is mainly good against runners, useless in team fights.

Come down to level 10. ;) I'll show you a good time.

I like the sound of this, except the level difference of each team is too high and unfortunately there is no way of getting around it. :/
One average level 16 could take on a team of 5 GOOD lvl...

If i'm honest with you as a regular slag user, the slag arcane is perfect as it is... (if I want the fight to be fair that is)
If the cooldown is any shorter - it would make it too powerful

Ribbit can't stun, so useless when against rogues/sorcs.

15% damage > 15 str.
The mana and hp are the same, and both the arcane/passive stun abilities are the same. There might be a difference in the arcane cool downs though.

I second the idea of having a deathmatch arena, have a free for all or team deathmatch option. If CTF is to be kept just for flagging then give us a game for kills.

The bubble makes it useless for 1v1's too. When someone spawns and interrupts the on-going match, you can't even kill them. :/
