Switching skills from hotbar is all ready exist, all you need is to create multiple loadout of your skills in the skill menu ,and after you can switch every time with little cost of respec scrolls...

Buy only cheap 61 lvl legendary potency armor, helmet till lvl 70.
In 71lvl replace the legendary potency with mireguard set 3/3 armor, helmet and amulet (for cheaper) ,or artifact.
