If STS lowers your character by one level,even if you ask themin a different case to decrease it again,they won't.It's visible and they will not lower your character's level again

No to weapons vanity, yes to lootable vanity's. Every vanit was released through Platinum store. (some of them were lootable, I think but the drop was ridiculously eas, talking about Jack helmets....
