I have to disagree. A pure Dex based bear, dual wielding, gets 159 - 177 base damage when using a full death set. And that's without the use of Rage.

It's just a matter of new equipment. Bears pre-BS were pretty underpowered in comparison it's rival classes, PvP wise.
