Do you think it has to do with weapon speed also? The faster the weapon the lower the base damage but higher the skill damage?

I thought swords gave most skill damage. I have a lvl 19 pink sword , got a lvl 19 board and nail, it had more base damage and skill damage didn't change, got an lvl 19 pink axe with lower base...
