Is the Ice Blast Staff best in slot for enchantress, or just particularly rare?

i honestly think dreamers bone staff is best because of the stats but the ice blast like the fire staves have aoe damage

I have an ice blast staff of the owl (has 5 int, 2 crit, 1 armor and 3 h/s) which has better stats than the mastery (7 int and 2 h/s from recollection). It's the best in slot for aoe imo. Message me in game on Kaydn and we might be able to work something out.
