We should make it easier to level faster.

Level 18 for a month? Do you have gain XP disabled in options?

Here is a tip. If you are lvl 18. level up in windmoore harbor, you will get 2x xp there because the enemies are 3 lvls higher than you.

There are ways to level up faster...

1. XP-Elixirs
2. Abaddon
3. wait for XP-events

There is no need to change how the leveling is. It is fine the way it is. In fact I think it is pretty FAST to level until you hit the last level before cap where you are really grinding.

Leveling is fine, making it faster would ruin some of the experience. It would be race through the map your on and then finish all of the quests. And just end up racing through the game, and render it rather pointless to work hard to level and get to endgame.
