As of now a level 30 and 31 players can enter elite areas...bt some of the low level areas also enter directly by tapping the join button they simply join elite please fix this
And one more the minimum lvl for entering stronghold is 23 bt I can see many people of low level in stronghold

I think some regular players can enter Jarl Elite.. I saw a lvl 26 play with a pug.

That is incorrect. For Brackenridge (and I believe Yrda forest) Lvl 25/26+ can also enter. This was intended by the developers. However, there is a bug with the elite world map. You can only view the map if you are 30/31. THIS is the bug.
