Error in lvlcaps for accessing elite maps

Hey guys, I'm only here to report this problem:
In elite maps, when I do elite maps with my friends or guildmates, sometimes I see that even lvl25-29 players can join the elite maps
If u made lvlcap 31(lvl30 minimum lvl) to access elite maps, then how the heck players of lvl25-29 r joining the elite maps, pls check this problem otherwise we r having big troubles
