Before I begin, what is your ultimate goal? PvE? PvP? Both?

Also, why are you keeping such low points in each skill at 53? Here is my build for my 50 bear:



Now, he is strictly for PvP. For your purposes (leveling), I would remove a point from restore and place it into stomp. Once you hit 51, I would place another point into stomp to max it out. At 52, add that point into the final slash. From there, begin to save your points until you reach 61.

Once you answer the above questions, we can go from there.
