Meeting with unlimited number of tickets i could just come and tell him all the combinations, it wouldjust take me some time to type all of these numbers. It is the fee what makes lootery a game. Right gamble and without fee its very senseless.
Detlz: however i like your concept, i think however this has low chances to be succestull and all your effort and good will is probably wasted here. I trust you mean all of that in the best way, but even if you start this the number of participants will be low and the game wont be succesful. Thats what i think about this.

And let me also advise, that first what you should care about is to build the a stable rules and make your plan.

You need to precise something.
Is the order important? It would drastically change statistics. It's also important to know if the number 1 must be another number than the n°2, n°3, and if the n°4 can be the same as n°1 or n°2 or n°3.
In the following stuff, n°1 must be different from n°2, and from n°3, and reciprokly, but 4 can be the same as n°1, n°2 and n°3.

I understand what u are doing and I also understand the need for checks and balances. I think charging a minimal fee to enter a contest is fine to eliminate abuse.
Maybe you should also consider selecting a trusted fellow forumer with the winning number, before the contest begins, as proof you didn't change the number as well.
This should minimize the drama and questions of integrity.
