I do, it shows description and doesnt give me the rune....
It's probably because you somehow got to do the helm first and that ended up glitching your armor so the game thinks you already upgraded the armor (as it is a one time quest).Originally Posted by Postulate1

Yeah, do the armor quest first, if still possible
