Exp wasn't "nerfed". Careful with that word. Every new campaign has a significant exp bonus that encourages players to adventure the new maps. Since Nordr is no longer the new campaign, the exp was reset to normal.

EDIT: Sorry I only answered 1/2 your question. I think it's personal opinion where to go for exp. I enjoy running campaign maps for the chance at loot. But for best exp/hour ratio, a solid WT4 or KM3 group is probably your best bet until L31. L31-36, Shuyal is the quickest IMO. Doing Undim Fields with +50% exp elixir and Abaddon helped me gain the #48 spot in first 50 to cap this season, while competing with others who were running WT4 exclusively.

Edited my post while you were making yours. I would do WT4 and then Shuyal maps (Undim is best if you know the pulls) for the fastest route to level cap.

I like wt4 for pve kills.. Even running solo..
