Hard to find quest in Dark Forest

This is my third or fourth character I have created that is stuck on 12/13 in Dark Forest. Is there a quest somewhere that is commonly overlooked?

EDIT: I figured it out after the fourth or fifth link I clicked about this topic. I need to be level 15 before the last quest becomes available to me.

I noticed this on a couple of my chars and particularly on my recent one. So that char went on to Balefort and after doing one, maybe two, quests in Balefort, went back and suddenly there was a quest in Dark Forest that said to go see Kouma (I think that's the name). I think it's Krowe that gives the quest. So there you go.

Yeah, I tried to do a search for it and after a few threads I found my answer. I guess it makes sense to make certain quests level required.
