Gone fishin' is a simple Achievement and no title - though, it would be cool if it is one.
I don't remember what you exactly have to do for the Achievement but here are my tips to you:

Rust Bucket Hat as alternative to the rain hat in your pic.

I don't remember which pole you need, I just checked CS, there are two different ones - use the one you didn't use before.
