Low level players can not go to STS-25 to meet with Dr. Chaplin, therefore they can not finished the quest "The Shadow Shroud".
Will STS create another NPC for them to get it?

Make the rental helms to keep or in plat packs but to keep forever please. They look awesome and keeping them would be the only thing kinda new to have. Or at least just the vular head.

Thanks for the 40% offplatinum. I hope Sts will give us some better holo-ween vanity. Sorry, but I really dont like these holo-ween vanities any more.
