Almost anyone in any Towne will allow you to, although there are some exceptions. Basically just go from one Towne to another and chat every NPC.
But I think Nuri only has one, humania- zero, Blacksmoke- zero, and others have zero. It is kinda annoying how not everyone of them can be trick or treated. But I guess on the up side, it is kinda like a scavenger hunt!
