No Exp Gain? O.o

So I am a little new to the game. I know my way around things though. But there was one thing that got me confused... I was running the Hauntlet and ran into a guy who was running it too and he was fast. So I partied with him and we ran it for a while. We both started at lvl 18. I noticed I was leveling and he was not. Eventually I was level 20 and he was still level 18.

I asked him about it and He just told me that his guild was only a 16, 17, and 18 guild. He told me that he was only running the Hauntlet for coins. I tried to ask him how he wasn't getting exp but he just kept telling me the same thing. I think he spoke bad English. :P

So, is there a way to stop exp gain?

In options there will be an option to disable xp gain

Im sure its a hauntlet twink that isnt plan to lvl. He farms tokens and crates there (Since low lvls are faster there)
He prolly turned XP Gain off
