Considering the fact that the next Arbiter armor cap reward will be the semifinal one, Arbiter Legs, before the Arbiter Arms and that the full vanity reward armor is already made, the answer is simple.

It's one of the last things that is worth waiting for. If they finished giving out the Arbiter Reward armor by 56 cap, the few remaining players would lose interest in the game completely.

In about 2-3 months after the winter festival year-update, a cap raise is bound to come. I believe that is when we will get a new map and possibly the next piece of the Arbiter. Keep your hopes up.

eh ive been playing for along time, and purchase platinum, I can at least expect my arbiter piece when I cap still disappointed sstupid title

Yeah I'm wondering the same! What's up with this! I already can see the complete down fall of SL if something is not done soon and not something simple but CRAZY!!! This game is where I met all my friends. Where I have had ups and downs but overall met great people that have never let me down and I'm right up there with them. Yet I quit and thinking I wasn't going to come back, here I am. In hopes that STS can actually stop worrying about making new games and actually work on the ones that blew many peoples minds. Like SL did.

well....way back when in the glory days of sl being absolutely awesome and active, they planned to reintroduce pieces over time with different events and future caps. BUT...that kinda requires game progression in the developers side annnnnnnd thats going no where since manning is an issue, still.

the whole arbiter thing honestly really pissed me of, and that's sl when it was still a baby xD

and the whole thing about arbiter ruining the game I see it this way, just like pl if you didn't cap in time to get the vanity piece then you won't get it easy as that, if sl is taken through fully then there will be a second vanity set, don't forget there are more item vanity slots then just body armor there are also shields, and pets so you never know what they could do for it
