Had to level my konga. It is so minimal I never noticed.

As an FYI Shiloh has a passive of -80% movement speed. I challenge anyone to find a higher movement speed debuff

Cylde does not stun, he makes terrify, similar to slags panic with his arcane ability, but the question was passive ability. He reduces enemy movement speed with his passive ability, same 80% as shiloh.

Edit: just checked, the 80% passive is unlocked at lvl15, same as shiloh.
