So I have a L30 mage and wanted to be different and get black ice... I had a charater that had the quest almost complete so when I finished the quest I swear you used to be able to get a black ice shivering talon. Is it discontinued? Cause I recall there being one..

There was never a talon. The wand used to look like a talon. In an update this year, the look of the wand was changed to look how a wand should look like.

Talon wand was changed to a Black ice wand during the demonic update with wand aswell.
