I'm still fairly new to the game, so I apologize for the question.

What area do the locked chest of the watch drop? Ive been to all the areas on the map and I haven't gotten one? Is it a certain area they drop or what.

To help be more specific they drop on all maps and has the highest chances from the boss. This is the reason places such ad Brakenbridge and KM3 (Kraken Mines Lvl 3) are so popular for crate farming. These maps either have multiple bosses like KM3 or bosses that are easy to get too such as Jarl in Brakenbridge.

Getting crates without luck pendenant or reroll elixer is hard. My advice is save for a leprechaun pendenant. In addition you can do some crate farming before when Klass or Shaz gives you a reroll elixer.

U can get in any map with killing boss. with lep pendant or luck elixir.

locked drop on most boss's bro, but if youre looking to hard core farm for it id do it in KM3 or jarl, & as always use lependant/luck exilr.
