The only way STS could know the exact date is if the expansion was ready for release, in which case they would release it.
The more time it takes, the better it becomes, so be patient!

Only if they release a new game client. Most of the time that is not needed and we only need a regular update. But if they are changing something extensive, like the skill tree or something like that, then perhaps they will need a new client as well.

They never tell us the exact date till about a week before. Which is about when they do a double xp weakened for us all.
