PvP brackets

I propose that the PvP brackets look something like this:
1-9
10-19
20-29
30-39
40-49
50
The reason I think this change is important is so that in the middle levels it is easier to find a game. This would also make sense to have the same level bracketed gear. Guys, what do you think?
