Who cant you fight

in pvp can you only fight people +5 levels or -5 levels from your level? I would like someone to clear this up for me.

I think its 5 levels up and down from whoever makes the game.

Pretty much the largest gap possible is 10 levels. I haven't fought a lvl 40 ever, but ive fought a lvl 41. The only requirement is that you are no more than 5 levels away from the game makers level, whether it be higher or lower.
