Help with level 18 rogue

I want to respec my rogue ecause i feel I did it wrong. I am not planning on doing any PvP im strictly PvE. Im not spending any money on the game. I would like to know they best setup for her. I thought that the skills had to all be upgraded in a row instead of hosing which upgrades you want so i feel I wasted alot of skill points. I also didnt use any on passive because i didn't know you could. So if someone could help me out that would be awesome!

This should be in the class section under Rogues. However... If you use a bow mainly, I like shadow piercer ,aimed, NOx, and veil. That may not be the best but it works well for me.

Why you want pve as lvl 18?? What ill you gain out of that? Wont get any xp if u wana stay 18.. i could help u pvp build but pve in lvl 18 doesnt make any sense

What I mean is im lvl 18 currently. Im just going through the story and not doing any PvP. Im not going to stay at lvl 18 forever.
