I don't think weapon will be upgradable. However, it is mostly likely that when new arcane weapon for rogue released, old hooks will no longer drop from lock crates.
Need a dev to confirm this msg, because I believe that players at lv41 will be mad if they loot a pair of lv26 hooks instead of lv41 arcane weapon.

All the hooks I've sold to people are for twinking purposes. I'm pretty sure that's the reason, unless somebody is spreading a false rumor that hooks will be upgraded.

How many have you saved up hoping for an upgrade?
Mythic armors or weapons won't be upgraded to level 41. There will be some other kind of upgrade later on; I'm almost sure it will be new gems.
if they upgrade hooks then they must upgrade mythic bow gun and sword
