There are so many level 8 rogues who can go head on head against level 9s like Msmai and penniweda. The fight even lasts for 3/4 minutes. I can see somebody's desire for lvl 8 having equal stat gear as 9 Which never happens. Same like lvl 8 can own lvl 7 easy n quick. Additional Stat and better gears always makes some differences. Obvious that as level increases few stat on gears increases and also u have 1 additional skill to play with.

I know some 8s can do head-to-head with 9s,but it will be mostly ended with a draw...

1 Level makes a HUGE difference.

I fought a maxed out war lv 16 1vs1 with my Lv15 war and i lost 5-2.

I fought another medium war at Lv 16 and won 5-0.

It all depends on your skill, your gear and the class your opponent is for example.

A maxed out lv 15 war rarely beats a medium Lv16 rogue.

I could. But anyway, 25 and 26 is not a very well thought out choice..26s have hooks and myth..25s dont but 27s do. The only reason someone would even think about going 25 would be to fight 23s. This is a massively unbalanced bracket, as well as 9-10 as lamb said, since lvl 9 doesnt get tarlok gear.

Also there are HARDLY any 25s left. I haven't seen many rebellious (come to think of it, if they still exist) and even then most went 26. I strongly suggest this bracket to be changed to 26-27.

but still, 25 exist. and as far as i know. lvl 25 mage can own lvl 26 hooks rouge(based on my experience)
another thing, Mythic helm and tarlok assault (25) are having almost the same stats.

I didn't say that 25s didn't exist. Of course they do. I'm just saying they're less common. And for killing hooks, it's not actually that hard if they don't know what they're doing..if they proc you when you curse them then they die (hooks has bleed proc).

Either of it is ok because most of the players play both the levels quite often so either of it is ok
But I vote for 7-8 because I just like it lol

7/8/9 is fair. Regarding the class balance tanks should not be allowed to use 3 heals and 5 skill set.
