It's called Lavaforged Armor. It's a vanity that was made available during the Christmas event.
There was also Deep Mountain Armor which is the version with the Blue sleeves. That was available during the 1st Hobbit Movie release.

To get the Vampire vanity robe, I think you have to kill 100 dragons in the blacksmoke mountain campaign. Well that's what I heard anyways :-)

Ah... I wouldn't have gotten it anyway... how do so many people have it though?
During the recent Winterfest event, that bundle was in the store. There was also a green/purple/yellow holoshield in store, and there were brand new yeti pets, and a "holiday helper outfit" which looks like an elf costume. Plus the orange and black skull shield (spookyshield) in dotd, and all the wreaths were droppable. There were also a bunch of pther christmas vanities in store, including but not limiting to the coal balloon and the gingerbread man.That about sums it up.
