I tried at both level 40 and 41 and all I could get was level 36 too. Definitely something wrong here. Total waste of plat.

It would be a logistical nightmare to sort out which items were looted by whom and what level the player was at when they opened.

Yeah I'm pretty upset I popped 50 crates before I noticed what a waste...
