For the stats i used 75 int rest dex.
I used voodoo pin and dex halloween set, you can use voodoo set if you want, i just dont recommend it. Either use evidence bracer lvl 35(pink) or shrunken head bracer lvl 35 (pink).

I just don't use it :P I dont see the point of using it... If you really want ice storm well put less point in drain and add some in IS.

By looking at his build, i think you should kite until he gets freezed, then nuke him... That's what i did with my build. Also, try to counter drains.
