So according to this post there is in fact an order hood but the drop rate was set so stupidly rare it almost never dropped. until someone posts a screenshot of at least them wearing it but preferably a screenshot of the drop itself, I shall continue to be of the belief that it is in fact not implimented into the game yet (as there is currently no plat version either, which is rare for sts to not put something up that'd sell like hotcakes and make them money if a drop version does exist)
