does opening an arcane egg gives u arcane title?
or is it just obtaind from locks?
is der any other way??

If you loot arcane item or open arcane egg you'll get title.

Correct. You can either loot one from a locked and get the title OR crack open the egg and then you MUST summon it to get the "Red Letter Day" AP for Arcane title.

You don't have to open it I looted an arcane egg and it still gave me the ap even though I sold it

You LOOTED an egg, not buying from cs. The OP asked if there was a way to get it without opening crates. And the only way is to open an arcane egg and summon the pet.
